Rahul Gandhi Barred From Citing Magazine Article in Lok Sabha

New Delhi: Proceedings in the Lok Sabha were disrupted on Monday after Leader of Opposition Rahul Gandhi was stopped from quoting a published magazine article during his speech, leading to a heated exchange between the Opposition and the Treasury benches.

Rahul Gandhi began his address by referring to excerpts from a magazine article related to India–China relations. Defence Minister Rajnath Singh immediately objected, stating that citing magazine or newspaper articles in the House violates parliamentary rules. He emphasised that debates must strictly adhere to established procedures and conventions of Parliament.

Lok Sabha Speaker Om Birla upheld the objection and ruled that articles from magazines or newspapers that are not directly connected to the official proceedings of the House cannot be quoted. Following the ruling, loud protests erupted from Opposition members, resulting in brief disorder in the House.

Responding to the objection, Rahul Gandhi questioned the rationale behind the restriction, asking, “What in it is scaring them so much?” He asserted that the source he was referring to was authentic and claimed that the article included quotations from the unpublished memoirs of former Army Chief General M.M. Naravane.

The Defence Minister reiterated that parliamentary debates must be conducted strictly “according to the laws and rules of the House,” adding that external publications cannot be used as references during speeches.

The incident once again highlighted the ongoing friction between the government and the Opposition over parliamentary conduct, freedom of expression within the House, and the interpretation of procedural rules.
